If you're asking it will work , yes it will.

Will you enjoy full graphical effects of the PS4 abilities?

No.

Because PS4 can be played at 1920 x 1080p

You will get a good experience. But remember that all Next gen games are tailor made and optimized for Full HD tv. Also there is visible difference between 1366x768 and 1920x1080 pixels.I myself have Xbox one and Full hd tv and the visuals are way better than my previous HD Ready Tv.For optimum picture you will have to switch to Full HD
