TV Audio is Low

I just got a Samsung 43" KU6300 TV. Along with it, I bought a LG SH3K sound bar. When using them together (via optical) the sound is much lower than I would expect.

For instance, I must put the bar on the maximum volume in order to get a decent sound when watching video. When I do this, sounds from the TVs UI and sounds from apps that are not part of videos (like all the little beeps and boops YouTube makes when you navigate their app) are, as one would expect, very loud. I even did the built-in Samsung sound test and it was quite loud on max volume.

Is this simply the expected result of the hardware I have? Is this a settings issue? (I have messed around with settings for hours and nothing made it louder) What is going on here?

Is the volume low on all sources or just the one you use to stream Youtube?
Does this source or built in app have it's own volume control?
Is the volume control on the video itself turned all the way up?
