"Unable to connect to the proxy server" when I NEED TO

Recently I had to bring my laptop with these specs:

Acer V3-575G-52GY
Intel Core i5 6200U 2.3 GHz
NVidia GeForce 940M 4 GB
8 GB RAM
1 TB HDD

to school, which used a proxy server. Unfortunately, I cannot connect to the proxy server when I NEEDED TO. I've looked for forums already about this problem but ALL of them show problems when the DO NOT NEED to connect to a proxy server, which is not my case.

I made sure the address and port of the proxy server were correct. I even asked assistance from a library attendant. Thanks in advance =)

Please do try these troubleshooting steps that may help.
- Start by resetting your browser to factory settings.
IE: http://windows.microsoft.com/en-ph/internet-explorer/reset-ie-settings#ie=ie-11
Chrome: https://support.google.com/chrome/answer/3296214?hl=en
- After resetting your browser, do try setting up your Proxy then try it again.
- If these doesn't work do also try to uninstall/reinstall the wifi adapter of your laptop.
- Go to Device Manager and uninstall the Wifi Adapter.
- Next is to download and install the latest adapter from Acer Support site.
- Once installed do test it again.
