I am unable to access some websites like http://dictionary.cambridge.org/dictionary while connected via WiFi. However, when directly connected through a dongle/datacard to the internet, I am able to access the websites. I have Kaspersky antivirus and it appears to a some issue with Firewall settings. Please advise.

Solution
Many public Wi-Fi networks are insecure so if you're blocked from some sites, it's usually in your interest. I doubt Kaspersky bothers too much about where you go.

If you were using a mobile device to buy something on one of those networks, your bank and/or card details could be stolen.

I just tried your link and get a 404 error but I can go forward using that pages link to their Homepage. Try this link http://dictionary.cambridge.org/

I too got a 404, but I got into the site, Cambridge main page is there, then I click menu item dictionary and am in. This signals an issue with the Cambridge site, is not your WIFI, I dunno why it worked with your hard-wire. Don't think too much about guy, Internet is not perfect, you get in, move on.
