Update BIOS Fail

Solution
It will require removing, reflashing, and reinstalling the BIOS chip, or replacing the BIOS chip with a pre-flashed one, since it's in an unusable state. Some machines have a recovery mode that will allow flashing from a USB stick, but if yours won't turn on, that won't be an option (if you model supported that). You may take it to an experienced service center. Most repair shops will probably tell you to buy a new one, though, since this kind of repair is out of the realm of 95% of walk-in shops. There are online services that you can ship your laptop to for repair. Prices vary, but it's not cheap from what I recall.
