i;m buying this one and i wondering is it possible to upgrade it to a i7 7th gen

Definitely not!!!

All Intel mobile CPUs starting with the 4th generation Core i3/i5/i7 series are soldered into the motherboard. That means if the CPU dies you will not even be able to replace it with the same model.

For $800 there are likely other laptops that are better suited for your needed (whatever they may be). Though if you are specifically looking for a laptop with Windows 7 Professional, then you options are pretty limited.

Note: 7th generation and newer Intel CPUs will no longer support any operating system older than Windows 10. Microsoft has an agreement with both Intel and AMD where their modern CPUs / APUs are designed not to allow anything before Windows 10 to be installed on PC or laptops using those CPUs /...

Probably not.
You'll have to discover the service manual, and the actual socket, and whether the BIOS will interact with a different CPU.

Some laptops you can change the CPU, most you can't.
Don't buy a laptop with the thought of changing it.
 
So you are facing 2 hurdles here.

1) Most U series CPUs are soldered directly to the motherboard, no removable socket
2) To go from a 6th gen to a 7th gen cpu will require that your BIOS supports the 7th gen chips. Unless HP reused that same board for 7th gen chips then the odds of them paying to update the bios to support new chips is slim and none (much more likely none).
