My TV has 2 USB ports and my 2.1 Home Theater has 1. Can I get sound OUT of the TV to the sound system via one of the USB ports?

Connect the headphone out to the aux (analog) input in the HTS. Select that input on the HTS.
The headphone out is controlled by the TV volume control so you must adjust that to get enough input to the HTS. If you turn the TV volume up too much you will hear overload distortion that will not be affected by the HTS volume. Then use the HTS volume control.

USB ports on TVs and HTS are for specific uses only. Those uses vary but here are no drivers to allow them to be used with the same flexibility that a computer has with USB.
 


Listing the the model of the TV and the HT may help so we don't have to guess about what output and inputs your devices have.
