Same problem here on Toshiba Satellite laptop. No usb device is recognized. I followed the MS KB advice, but it didn't work.

I tried the devices on other computers and they all work.

I tried booting into Linux from a live disk. Tried Ubuntu, Knoppix and Puppy. Neither Ubuntu nor Puppy would boot. Knoppix started, saw in the boot process that a flash drive in the usb port was detected, but it was not accessible from Knoppix. QTParted and GParted could not find the usb drive.

I'm starting to think it is a hardware issue. This is my daughter's laptop and she had to have the motherboard replaced (under warranty) a couple of months ago. Everything was working fine until the usb trouble started about 2 weeks ago.

Anyway, if you are having this problem and none of the MS advice is working, get a hold of a Linux live CD and try booting into that to see if it is an OS issue.

Are you following the process of updating BIOS step by step? Any error operation may lead to undesiable results. If you still can not fix the problem after updating the BIOS, you may encouter a hardware problem. Contact Toshiba reps...

i figured out the problem bc i just had the same problem. First i put my ipod touch in recovery mode, because my computer wasnt detecting it at all although i did hear the noise when i put it in. So once i put it in recovery mode it was detected as an unrecognized device under other devices, so i clicked on driver update, but my comp told me not to download bc they were not sure if the device was compadable. So, i unplugged my ipod and then re plugged it. it came up as other device not recognized once again, but when i went driver update this time it wrked.

I was having a similar issue with my mouse.

I tried uninstall and reinstall driver, System Restore. Nothing works.
Until i did what was mentioned at Windows7 Mouse USB device not recognize. Solution is just to power off completely and plugging out the batteries from my notebook!

Hope this help someone.
