I have been converting movies with AVS converter so I can play them on a USB stick in the TV, but why won't a new 64GB USB come up on the TV? I've had no problems with 32GB USBs
No.1 the USB port on the back of most TV is really function limited, it may not play all video formats and as you found out it may not be scalable (limits the size of the video and storage). Read the TV's manual, what does it tell you as far as storage size and what format does it accept, FAT32? eFAT?
