Vertical Lines/Ribbon on LG TV

I have a LG 55LB6500 Smart led tv. Since yesterday it has started to display vertical lines on the screen. The pattern changes when you restart the tv. But the white ribbon stays in its place. I called the lg customer care and they sent a technician. He opened the tv and cleared carbon from the connecing ribbons but it didn't help. He then suggested for the complete panel replacement which is very expressive. I searched online and most pointed either towards bad ribbon connections or a bad t-con board. I wanted to ask if this is really a screen panel replacement case or I should try some local shop to get the t-con and ribbons checked?

Finally ended up buying a new TV. The COF IC of this TV wasn't available and the I wasn't able to wait for long. Was getting a good discount on new TV so bought one.

Okay got confirmed by a technician that a COF IC and PCB (power supply) is bad and is repairable. This will be 1/3rd the cost of the new panel.

Edit 9/26/18 - got more opinions from other technicians that the PCB is fine and only the COF IC is bad. There is only a 50% chance that this can be repaired.

Thank you for the answer. Yes, I am considering getting a new TV. I just want to be 100% sure about the repair cost and the success rate. The panel cost quoted by LG was INR 33,000 (around $470) and the lowest repair cost with 50% chances of success was INR 10,000 (around $142). A new 4k 55inch LED TV from brands like Xiaomi cost around INR 45,000 (around $640). So, as you mentioned it is better to buy a new TV than replacing the panel.

I bought this TV in 2015 when the prices used to be really high. So, I don't want it to be disposed like this. I'll try to get it fixed in a lower cost. If not, will buy a new one and keep this aside and get it fixed in future.
