When you pit it against itself, it gets preoccupied in stalemate and DOESN'T win. Please see Doctor Who - Destiny of the Daleks (1979) for a demonstration of this: the Doctor demonstrates the game to the Movellans by playing against Romana, but Lan and Agella always pick the same, because they are robots (androids). And this is also why the Movellans find themselves in stalemate against the Daleks, who at that time set their strategy by robotic battle computers.

The reaction isn't instant though, each movement from the robot is delayed a little bit as you can see from the slow motion.

One of the two robots would win and the other would lose.

It wouldn't be the end of the world lol.

Probably nothing, both machines would wait to see the other hand move.
The machine just does the "opposite" of the human hand, since the machine wont move, the opposite of nothing is nothing...
So we can say that both machines would never lose.
