Video Ads pop up with no app running on my Google phone

You shouldn't get them, unless you have an app that has installed that option. Which is usually how it happens. The original app doesn't have to be running at the time, just having installed it can be the cause. It can also be a virus or malware.

First check the phone for viruses, malware, etc. (note: most of the time you will need more than one app/program to check for both). If nothing turns up, great. If something does, remove it.

After that, try uninstalling any updates that occurred just before the problem started (app updates) and also any new apps. If that doesn't resolve it, then check in "Settings", "Apps" and "Running" to see what is actively running on the device when this occurs. There may well be one hidden in there that...

There could even be one installed by your carrier/service provider. Sneaky as it may seem it does happen. Check for an app called "TouchPal" or "TouchPal X". If it is installed, then your carrier/service provider may be the culprit. This one you usually can't uninstall. You can, however, clear its data and then deactivate it.
