If you have your additional magazines in a easy to reach area, you can reload a rifle in under 1 second and continue firing. If you tape 2 together and simply flip it to reload, you can cut down on that time even further. (PS a handgun is even faster to reload and shoots just as fast and does just as much damage.
(PS they also sell 100 round drums for handguns)
At close range, a handgun is more effective than a rifle as it is easier to change targets using a handgun.
At medium to long range, a rifle becomes more effective as it allows for more accurate aiming at longer distances. (at close range, it is harder to aim with a rifle though not hard to a point where you will miss a shot)
30 rounds is so that you will have ample ammo, there are many cases where 6 shots does not kill someone or even stop them, while it is unlikely you will need 30 to take someone down, it is better to have more than needed, then not enough (especially since you will not be able to see into the future to know exactly when you will need a gun and exactly how much ammo you will need)
When you allow a law that allows the government to arbitrarily ban guns, then they can simply add new ones to the list. The same thing happened in Australia, they created a law that allows them to ban a select few guns, then they slowly added more guns to the list until they banned all guns while their gun deaths did go down, they paid for it in 3-4 times the violent crime rate and a significantly higher murder rate when stronger criminals have their way with weaker citizens.
