Can I buy and use an external microphone on my Dell laptop in order to make a CD recording of my voice?

Yes, but try to get a noise cancelling microphone, to eliminate background noise and set it up so you do not get feedback from the speaker so the laptop. A set of headphones combioned with a microphone would be ideal
