Start here and inquire, I thought the Can. Gov. has allowed it but may be wrong.
They have to be allowed to censor and control content.

Or go to the US, go to best buy and purchase the receiver and dish
have it installed, plug in phone line, call DTV for activation.
Then as soon as Roger's see's the dish all heck will break loose.
