what can you do to block an unknown number that for some reason isn't blocked by the block anonymous calls being turned on Sam

I have block anonymous calls turned on but I'm still getting calls from an unknown number and I want to block it too. AT&T is my carrier and the phone is a Samsung S7edge. Is there anything I can do ?
