What computer should I buy to begin Design and Animation? ($700 Budget)

Im in highschool and I've been saving up for a computer for awhile. I'd like to start learning how to code and I'd like to start doing some graphic design and animation. I'm not very well informed about these things, I'm basically the biggest noob of all time. All I'd like to know is what computer would any of you recommend for beginning design and animation, that I could also learn to program on? I need to do this as soon as possible, I'm running out of time and I'd like to begin this dream before it's too late. Please help.

Build one, it is not a hard thing to do, and there's tons of resources on it, and its much cheaper for a much better PC. if you want i can give you links to the parts i recommend for a 700 dollar build.

Windows is the operating system, its absolutely necessary, and its like $100, ill include that with the 700 dollars

This Would be a solid PC for what you asking, i went with 16b of memory because Graphic design likes memory a lot, Also make sure that when you install your Operating system that you put it on your SSD, an SSD is hundreds of times faster than a HDD and will make your PC very fast. If you don't like the price just tell me, there are some things that i can do to bring it down, however it will also slow the PC down. Also i dont know if you Game at all, but this PC will do that very well also.
