What does green light do when Nikon camera is charged?

Green light flashing every time I plug in camera. Eventually goes out but if I plug it in again, light starts flashing again. How do I know when battery is fully charged?

When Nikon coolpix s3200 is fully charged the green light turn off and doesnot blink. You can read that in page no.17 in user manual
