What equipment is needed for a church to tape a service and duplicate it on cd

Hello,
We are a new church. And we need to know step by step about equipment needed for recording dvd's that is audio and picture. Do we need a coomputer, a laptop, would capturing the service be better if we bought an ipad. And whatever is recommended will we be able to upload on to our website

First, do you have a budget,because this can get quite expensive! Second, how do you plan on using the material? We usually only record the sermon and burn CD's to listen the message. We just recently started recording our services to include video.
