You can't "turn on" firmware. Firmware is a small amount of software that is hard coded "into" the device. Onboard. It's the small amount of software that is part of a given device and is required in most cases for the device to function at all. In some cases it may be possible to "update" the firmware by running an update offered by the device manufacturer or that the software package used by the device may update automatically or manually.

It's not something you turn on though. If the device is working then the firmware is present. If you need to update the firmware you can usually find instructions on doing so on the device manufacturers website.
