What is the best upgrade from t3500 sktp rga478 and can I install it straight into my computer without having to put op system

I only have 2g of ddr3 ram but have a 64 bit windows 10, will I be ok introducing another 4-8 gig and the cpu is only a socket P, Rga 478, t3500 celeron.
What is your best advice for upgrade, are all socket P's 478 pin and compatible?

It's an old Samsung 3000, I'm not sure about the rest because it's my brothers lap top and everything is as it was baught off the shelf, I have ordered an intel core 2 duo T9400 and 8gb of ram. Will the difference be significant and will I have to put windows 10, 64bit all over again, Hopefully a bit quicker this time! lol
