To change region settings on a Samsung you need to reset the Smart Hub: Settings > Support > Self Diagnostics > Reset Smart Hub. If you restart the TV it should begin setup again. If not, Settings > General > Start Setup. (The option will not be available if you are running apps) <<IMPORTANT>> When you get to the Smart Hub terms and conditions part of the setup use your remote keys (Standard Remote) ">> 2 8 9 <<" ( Fast forward, 2, 8, 9, Rewind).
