What laptop faster than Dell e5420 latitude

We have Dell Latitude E5420 14" LED Notebook Core i5 2.50GHz 4GB DDR3 with Win10
thats maybe 6 years old and looks raggedy and seems slow.

What would be a cheap, faster replacement, laptop or netbook. Maybe a refurbished not over $400.
