Solved! What would stop a laptop from booting?

It powers up to the BIOS can see the SSD but it wont boot to it. It just shows a flashing underscore if I try. it acts this way if i try and boot from anything

Try removing power cable & battery, press power button for a seconds, then plug power in only, turn on see if it boots

Hello! I am trying to fix my laptop it is a Dell XPS m1730. the specs are as follows

Intel core 2 Extreme (2.8GHz)
NVIDIA GeForce 8700M GT
4GB RAM DDR2 667Mhz
120GB SSD

I have tried everything to get this laptop to boot. I have replaced the RAM and SSD even thought about replacing the main board (Ordered a new one and it hasnt arrived yet). I can turn on the computer and access the BIOS and even the post test that took a long time to complete and said everything was fine. Just when it tried to boot from the SSD, DVD, or USB i get a blinking underscore. This laptop was suppose to be a christmas gift to my little brother so any help is appreciated! I can answer more questions but I can't seem to find anyone having this problem on google. The laptop is the BIOS can see the SSD and when I have the USB plugged in I have the option to boot from it but it does nothing and just flashes the underscore at me

The new board came in the mail and I replaced the main board and it still cannot boot into anything; USB, SSD, DVD
