What's wrong with my laptop?

So I just bought this laptop:
4gb ddr4
Vega 8
Ryzen 5 2500u
Win 10 home
And when I launch into LoL I have around 10 FPS. Now is watched some guy online play with these specs on medium-high with around 100fps although he had 16 gb of ram and through BIOS he dedicated 2 gb of vram to the graphics so is the problem here my ram?

Yep with that Ryzen you’re going to need 16 gig of the fastest dual channel DDR you can get your hands on if yoy want performance

The problem is exactly that you don’t have enough RAM. For Ryzen integrated graphics more and faster equals better
