Not really since the products change all the time. Usually getting something a generation or two behind the latest high end model will give you good performance for a while at a cheaper cost. With phones constantly changing models pretty much every year, a cheaper phone in 2 years will have gone up in quality, at least with CPU speed, to be closer to the higher end phones.
