There are probably all sorts of startup processes running, but they shouldn't be taking that long. As a starting point, open task manager, more details and then sort on CPU and see what's happening.
I had this issue when v-sync was on in overwatch. Don’t play csgo though so idk if that’s an option. And if you’re wireless make sure you’re on a 5ghz connection. Changing the mouse also works amny times. I am using Logitech G502 and things are going great without any such issues. Moreover, If you wanna stick with Logitech, then my best suggestion is to also look some other gaming mouse under $50 you're interested in on display and try them out to see how they feel. If you buy from somewhere with a generous return policy you can also take them home, try them out for a week or two and then make your decision. T
