When you plug headphones into the TV jack, the TV speakers cut out. Is there a way to listen to both at the same time?

That's normal on a LOT of devices.
My Denon receiver does the same.

Either there's an option in the menu to disable that (unlikely), or someone has to go inside and do some major rewiring (not recommended).

Solution
I wouldn't call the rewiring major. Just requires a short jumper wire soldered across two terminals on the headphone jack.
Any TV tech could do it at the minimal labor charge that they have in the shop.
 


Maybe not major for thee and me, or a TV tech.
But, depending on what "TV" this is....taking it apart enough to get to the jack innards may be a pain.
