where to order customized Toshiba Portege laptop?

I am looking to buy a custom-configured Toshiba Portege, but it's proving difficult.

My normal go-to retailer has stopped offering configurable solution, and tells me they are trying to get a ready-made laptop from Toshiba for me. It has been a while.
Toshiba site talks about offering customized laptops, but there is no way to actually order.

I need a high-power configuration: i7, 16GB ram, 500GB+ SSD,
with 13.5'' display and original warranty.
Any suggestions?

Unfortunately, these are the only 2 Portege laptop that Toshiba offers but not configurable as well but still close to what you're looking for.
