Which ios app can i use as a universal remote for a regular (non-smart) tv?

A friend of mine brought me her old Emerson tv but without remote. I know there are apps out there but every one i try wants me to connect wifi to my tv. I have my Roku attached and my OTA antenna. My Roku is already connected. Just need remote for tv.

Go to nearest Walmart, , get $15 remote.

Without additional hardware - there is no way. iPhone and your TV do not have common "language" to talk.

If you have an older iPhone with 3.5mm phone jack, you can try some of the ideas here.

There are remote apps, that use an IR blaster in phones that have them, they are not really "universal" but "it may or may not work with your TV" apps. So if your phone/tablet has an IR blaster, then you can try using a remote app.
