This may be a dumb question but I really curious about it. I have a PC and powered speakers that have built-in Bass and Treble tuner. In term of audio quality, from which should I adjust the EQ to get the best audio quality? From PC (Realtek driver) or from my speakers?

Solution
If the driver gave you an equalizer rather than just bass and treble that would likely work better If not then the tone controls on the powered speakers would be better if the manufacturer chose the frequency and Q of the tone controls to work with the exact design of the speakers.
You could use software like this
https://sourceforge.net/projects/equalizerapo/
which would give you much greater adjustment than the speaker tone controls or the driver EQ.
It's always best to use tone controls and EQ to turn audio down rather than up. Turning them up requires more power and increases distortion.
