Why create a tegra and tegra 2 when there is a more powerful ION and ion2?

Is this because of power requirments, or because Nvidia wants to completely seperate these two markets, one for handhelds and one for netbooks?

Because in my opinion Nvidia could have saved by creating one chip for both, albiets the power requirments and battery preformance would be hard to tackle but a new tech could be born for this...
