The mouse (A4Tech, Genius, Microsoft, etc.) is delayed.
But mouse is not delayed on my computer.
Could be input lag, and the desktop can be faster than the laptop, a mobile i3 CPU is not very fast. You should have someone local to you check on it since we can't tell exactly what you are talking about this faster reaction with the mouse. There is nothing with a laptop that would make a mouse lag vs a desktop computer just because it's a laptop. It may be something else, the surface you are using, lag in the game due to the computer being slower, screen input lag.
I'd guess your laptop is slower than your desktop. Since you did not list any details about the game, or the specs of the system, any answer is a guess.
