Why does Outlook 2013 create ost files?

Earlier versions of Outlook used to create pst files but Outlook 2013 is creating ost files instead. Is that how it is supposed to be? Thanks!

From what I have read, POP3, IMAP and web-based accounts should create pst files and not ost files. I am not using a Microsoft Exchange Server account which is supposed to create ost files.

Let me rephrase my question: how can one create pst files when adding email accounts in Outlook 2013?
