Why doesn't Apple make a gaming console? Because it would run on iOS 9 it would already have thousands of popular games available to play. Not only that, the games wouldn't be too graphically demanding for the console because the games were designed to be able to run on phone processors. It seems like Apple would profit from this because their fans are willing to pay higher amounts of money to get "the Apple experience".

Can't you play games on the apple tv?

Realistically, it would still cost about the same as an xbox/ps4, and the games would be pretty pathetic in comparison. Great games for a phone or tab, but not up to scratch for a console.
Console makers generally lose money on the actual console, but make up for it from games and accessories.
Since Apple charges a premium for hardware, you'd be looking at spending maybe ~10% less for an apple console than a PS4 that's capable of some pretty amazing games, bluray playback, and VR etc.
The fact the games are more expensive and will blow the cost out dramatically over the life of the console is of little interest to people buying today.
Lastly, since most people have both a phone and a tab capable of...

And how might one play games that are all designed for tiny touch screens on a big TV with a controller. Remapping the controls from touch to a controller without some serious changes to the game is almost universally terrible (minus very simple games).

Because most real games don't even run on Apple computers let alone a new console. And IOS games can run on a phone so why on earth would you buy a console to play phone games when you already have the phone.

Android game "consoles" have been a massive flop for the same reason.
