why dont i get the gear symbol when i long hold the @ button on my alcatel phone to bypass and or delete google account?

when I long hold the @ button I don't get the gear symbol... I only het a white hand pointing on a green background. forgot google password and want to bypass and delete account but cant get the gear symbol.
