Question Why don't my apps open by clicking the taskbar popup?

I have recently run into this problem with the taskbar. Single apps, like outlook, will open if I click the icon in the taskbar. But when there are multiple windows, like different word or pdf docs, hovering over the icon brings up the popups for the different instances. Clicking on one SHOULD open it, but this doesn't work anymore (used to). One workaround I have found with Firefox (I usually have three or four windows running), is if I right click the icon, close the resulting menu, then try one of the popups, it works! Strange behavior! Anyone having this problem and can help solve it? I understand, it's not serious, just annoying. 🙁
