Why is my laptop hp elitebook not booting when pci e pin from psu is connected to nvidia gtx 960 graphic card?

I setup the exp gdc pci e graphic card dock and run into some few problems. Any help will be appreciated.
Using elitebook 8460p running windows 10

When i connect 6 pin pci e pin from psu to gtx graphics card the laptop does not start even to bios. It only shows light that it is on but nothing more. All other cables are connected to the exp gdc dock except the extra power output area.

When i remove the pci e pin from psu that is connected to the gtx 960 graphic card and leave the hdmi cable from laptop to the dock and the other connections from the psu to the exp gdc dock the laptop boots.

The graphic card display will not be detected in device manager.

Pls how can i fix the boot problem
I also placed the PTD of the dock at 7s and later at 15s but the laptop will not boot immediately the pci e 6pin from the psu is connected to the gtx 960 graphic card
