have a new set of hearfing aids that will pick up blue tooth from tv. will the above for samsun work on other brtands tv

Different brands, different models, different years are all different.
The owners manual for that TV doesn't have the word bluetooth in it so I suspect you can't turn on what isn't there.
You can connect a bluetooth transmitter to the TV audio output. Check the manual on what kind of output it is and how to use it.
