Will this graphics card run gw2 at a decent frame rate and if so at what settings?

Hey guys I wanted to know what frame rate and at what settings would the AMD Radeon r5 230 run gw2 at if it would run it decently at all.

Hard to tell without knowing your CPU... but it should definitely run it on low.

No desktop all in one actually I have not paid for it I was just looking at it and was wondering since I'm looking for something for college that can game but do school work

You'll get something better for the same price if you buy the parts separately and build the PC together yourself (or a friend).

Well the all in one is 650 so what can I build around that range ...I was hoping to get a desktop that could run gw2 on med/high graphics and get like a cheap laptop like the hp stream for school work

If you're lucky you could a PC with:

-i5 4460
-GTX 960 or R9 380
-8 GB RAM

which could run GW2 at least on medium. However this depends on your country and where you're going to buy the hardware (are we talking about 650 dollars, euros, pounds or sth else?).
