Will this run CS GO?

You could run it, but it will run very poorly. I used to play CSGO on a rig with a celeron processor and 4 gigs of ram, but with a decent graphics card (Sapphire 7870) and I still barely got playable framerates. I imagine you'll have to play on the lowest possible resolution/settings, and you'll still only get like 20-60 FPS. Here is a vid of a guy playing with a setup similar to yours.
