will video card solve picture quality issues?

Will a 5450 graphics card be an upgrade from integrated graphics in dell xps7100 with Athlon IIx4 running 8gb ram ? Mostly a HTPC. Wondered if this would improve video quality .Some things look great, but sometimes movement is not smooth or picture looks blocky. HD off air on TV looks great so I know its not that. Earthnet to pc and hdmi to tv.

HD5450 is good enough for HTPC, I think maybe your internet speed problem, you can test the speed by speedtest.net
