windows 7 won't load on Toshiba laptop HELP!!!

I recently had a broken screen replaced prior to I was using HDMI to my TV and my laptop worked fine. Since the screen repair windows won't load past the icon. Windows error recovery doesn't work none of the 5 options.

In all seriousness, contact the people who fixed the screen and tell them that they broke it.
