Wont boot correctly?

My laptop is weird. If I have a cd or dvd in tray or if I try to restart it. it wont work but if there is no cd in tray and I shut down instead of restart, it works just fine. Does anyone know why this could be and how I fix it?

I don't know if this maybe the issue in some way but check the bios to see if optical drive is some how set to be first boot device ??

but it seems it should skip over that is the media in the drive is not bootable ??
