That looks like hardware to me.

If the device is under warranty, contact the manufacturer about a repair. If it isn't, and you feel comfortable doing it, you can open it up and check the cable for any problems (tears, burns, pinched sections, etc.) and also disconnect and reconnect it at both ends. Should that not do it, then you are looking at either replacing the cable, or possibly replacing the display.

If you do not feel comfortable doing the work yourself, then I would try a local tech.
