Xsplit Streaming help

My upload Speed is 5.39 mbs .Why can't i steam with a bitrate / buffer of 2000 at this upload speed? I even tried to go down to 1800 and switched between two different severs to stream to. My stream will drop or I will start dropping frames. From my understanding I should be able to stream at 2000 with no trouble. Anyone got advice? should i call my isp?
