Sounds like there may be something you don't want on the phone. Virus, malware, etc. Try starting up the device in "Safe Mode" and see if it tries to optimize then. If it doesn't then you are going to have to check phone for recently installed apps, app updates, viruses, malware, etc. Anything that changed between when the phone was working fine and now should be checked.

If that doesn't resolve the problem, then you may want to uninstall anything newly added. Alas, if even that doesn't resolve it, then a "Hard Reset" of the device may be needed.

To get into "Safe Mode" please do the following.

1. First turn off the phone.

2. Next press and hold "Power" until you see the manufacturers logo on the screen, then release the power...

3. "Quickly" press "Volume Down" and hold it for few seconds until you see the message "Safe mode: ON" or something similar.

4. If you wanted disable it, simply repeat the steps above, and you should see "Safe Mode: OFF" rather than on.
