ZTE Z820 won't turn on did hard reset and won't let me go into safe mode

I factory reset it several time . It will not go into safe mode can anyone help?

If you did an actual "Hard Reset" it should have completely wiped the phone and then reinstalled the software that came with the phone. Did that occur?
