For the most part, yes. Most GPU's follow the manufacturer's standards. There are a few custom cards that will have more memory, but they will make that very clear. An R9 290 will have 3GB; GTX 770 will have 2GB; etc.
Most of the time, the amount of memory is a red herring. More memory does not mean better performance. If you just look for a good gpu from a decent manufacturer, you don't need to worry about memory. The amount will be well matched to the performance of the chip.
Is there any particular reason you need a certain amount of memory?

This means i have to learn how to read/compare GPUs by just looking at their names/designations.
Since reading your response, I've done some reading on how to compare AMD Radeon graphic cards according to their names.
To answer your question, the reason i was focused on total-available-graphics-memory is because i believed that the greater that number is, the better the graphics-handling would be.
....I have a laptop (HP PAVILION G6, 1.9GHZ AMD A4-3305M APU , 4GB RAM, AMD RADEON HD 6480G GPU, 1366 X 768 Laptop Resolution, 2037 MB total graphics memory, Dual-Core, USB 2.0) connected connected to 4 external LCD monitors (via four 3.0 USB-VGA adapters and a USB 3.0 hub), and although the laptop screen does not flicker, all the external monitor screens flicker ....especially when i have any graphics/pictures open on any or all of the screens.

....However I can see that the flickering reduces (but did not completely disappear) when i used a 2ND/DIFFERENT LAPTOP (HP PAVILION 17-e119wm, 2.5GHZ AMD A-10-5750M APU , 8GB RAM, AMD RADEON HD 8650G GPU, 1600 x 900 Laptop Resolution, 4224MB total graphics memory, Quad-core, USB 3.0) with more total-available-graphics-memory, so i figured if i get another laptop with much much more total-available-graphics memory, this will solve the problem.

****The flickering for both laptops LATER REDUCED AGAIN more considerably when i reduced the resolutions of all the external monitors to the lowest possible (For laptop 2 i reduced all to the lowest possible being 800x600, and For laptop-1 i reduced all to the lowest being 1024x768) ....
ALTHOUGH I'M STILL NOT SURE WHY THAT IMPROVED THINGS...DO YOU ?
....The new problem now shopping for a replacement laptop is that many of them do not specify amount of total-available-graphics memory, in the specs; which is why i eventually came on here to ask if its possible to deduce or know either how much dedicated-video-memory or how much total-available-graphics-memory a graphics-adapter has from just knowing the brand & model number.
....But you're now suggesting that i shouldnt be focused on memory but rather on GPU quality ....correct?
If so, how would you compare the following two GPUs: My current AMD Radeon HD 8650G (2nd laptop above) VERSUS AMD Radeon R4 (because i don't know anything about the AMD Radeon R-series GPUs). ?
