The two chargers are made by Zimi Corporation. They can be found on Amazon:

I just bought a brand new razer stealth with the 8th gen CPU. I'd be more than happy to test your battery pack and post a YouTube video of it.

I'm kinda obsessed with the whole Power Delivery thing too, but I think there are more (and better) alternatives for Ravpower, you guys definitely want to check this out:
https://www.indiegogo.com/projects/lifepowr-a3-premium-ac-100w-usb-c-pd-power-pack-powerbank-solar#/

I own one of their A2 products and it works fine, ordered the A3 already. Doesn't even matter anymore wheter you power through USB C or anything else because this bad boy has USB C PD + an AC outlet for all other laptops...(and two 3.0 USB ports) I own an HP spectre 13 and bought a Power Delivery charger from the same brand, these guys know what they're doing.

And yes cables definitely matter, PD is possible when a cable supports 20V/5A for example (see indiegogo link)

Well mine has only 3 usb-c ports so that's abvious. For others you should check a review to be sure, if there is no other charging port or if it's advertised with 'Power Delivery' it can be charged through the usb-c port. But even when it has another charging port it is still possible in some cases (the Samsung Notebook 9 is an example of that.)
